Google Translator has a limit on number of lines it can translate for free, so yes, there is a limit, but not based on lines. The limit is on total number of words/sentences.
Does this utility ignore the time codes, and thereby translate whole sentences, or is it trying to translate sentence fragments, as would be the case if I uploaded a .srt file to Google Translate directly? Would it confuse either YouTube or Google Translate if I added punctuation and capitalization to the captions?
is there a line limit?

Don’t know the inner details of the Google Translator working, but I think punctuation or capitalization should be fine.
